Biography

Rome, 1972. Lawyer at the Rome Bar Council, qualified to practise before the higher courts.

He graduated in Law from the University of Rome “La Sapienza” in 1996, where he later collaborated both with Prof. Carlo Roherssen’s Chair of General Public Law and Prof. Giuseppe Morbidelli’s Chair of Administrative Law.

He has worked with the Ministry of Environment holding various roles within the administration including deputy chief of staff and legal advisor, sub extraordinary commissioner and then board member of Sogesid S.p.a., an in-house company of the Ministry of Environment dealing mainly with water and reclamation; acquiring extensive expertise in environmental law.

He has served as Implementing Party for the Extraordinary Commissioner for hydrogeological instability for the region of Apulia, dealing with projects for the reorganization of the territory in order to prevent damage caused by hydrogeological instability (floods, landslides, deforestation, etc.) and related contracts for their execution. On the same issues, he worked with the extraordinary commissioners for the Sicily region and the Calabria region.

He has worked as a legal adviser with the Department for European Policies in monitoring and resolving a number of infringement procedures especially in the areas of waste and reclamation.
Former adjunct lecturer in administrative and environmental law, author of numerous publications in the relevant legal subjects.

Matures significant experience in regulatory drafting during his experience as a legal expert for a parliamentary group in the Chamber of Deputies.

He is head of the Department of Administrative Law, Energy and the Environment, within which he advises individuals and companies mainly in the areas of public contracts, environmental law, industrial and commercial licensing, state concessions, public financing and grants, competitions, fiscal responsibility and election law.

He has been a member of the Rome Bar Association since 2003 and a member of the Register of Cashiers since 2015 a speaker at training courses and conferences, as well as the author of numerous publications in the subjects of interest.
